- विधान परिषद् की संरचना उच्च शिक्षित व्यक्तियों की प्रतिनिधित्व के लिए होती है।
- विधान परिषद् का मुख्य कार्य अपने अनुयायियों के उच्चतम हितों की रक्षा करना होता है और विधानमंडल में उनकी विचार-विमर्श की सुनवाई करना होता है।
